Moose D. Cloun is the world’s most terrible circus clown.
He has the special power of flying into a rage that is very specific to his current problem, such as Payphone Rage, and Road Rage.
He foiled Dr. Muffin's Evil Plan of 1996 by throwing Dr. Muffin and a bomb into his electromagnet.
