Saul Flowers was a combatant in a war alongside Detective Jon. He was "killed in action" when in reality he was injured by the enemy and then killed by Detective Jon.
He has come back as a ghost and constantly accuses Detective Jon of killing him. He doesn't usually appear, so it just seems like Detective Jon is talking to nothing.
