Band-Aid Bandit

The Band-Aid Bandit is a wacko who "accidentally" steals petty items, and tries to justify his theft by pestering employees and saying he doesn't know if he accidentally stole something and trying to get them to say it is okay if he took it because no one knows if he actually did or not.
